Declines were more pronounced in stocks of smaller companies. The Russell 2000 fell 16.23 points, or 1.5%, to 1101.68. Tuesday's declines weren't big enough to dent quarterly gains, leaving the Dow up 1.3% and the S&P 500 up 0.6% in the third quarter.
